The 593 c form is used by an escrow corporation that is reqired by the Franchise Tax Board in order to determine if the seller has to pay capital gain taxes.

It used to be that the escrow company had to collect 3.5% of the sales amount at the time of the closing of the escrow and forward this amount to the Franchise tax board.

You had to wait until you filed taxes in order to claim the overpaid tax amount.

Recently the collection procedure has changed to enable escrow to collect the designated Franchice tax board percentage of the captial gain amount only and not the whole sales amount.
